Actually, this type of rat/mouse poison is NOT new. It has been around for years and is specifically designed to be placed in a rat bait box so that pets and children are not able to get into. Your neighbor is not using it as it is intended (in bait boxes) as evidenced by the dead squirrels and your dogs.
