Exposure :
Here is one of your major problems. This scene is really needing a DBL split ND filter (intended for sunrises with the dark a section in the middle and upper and lower sections fading to clear.) or bracketing for later blending.

7 of 10. Its ok but nothing pushing the limits here of creativity. (which is pretty hard to do in landscape work)

8 of 10 – Pretty emotional moment….makes me want to be there. :~)
Forethought/Visualization:
5 of 10 – Again…the foreground competing with this scene is really distracting me from the glory of the sunrise.
Post processing:
Here is where I have the most problems…..and where the most difference can be made to make this disserving picture MUCH better.
Darken the foreground so the eye is not drawn to it. The subject is the foreground the way you have it now….and I am sure that is not what prompted you to take this picture. Not sure how accurate the colors are, the clouds seem less natural as well with heavier purple color to them. All these issues are correctable to really make the sunset the dominant point of interest.
