Windows 7 droppings

Over the past 5 months I've noticed that Win7 is leaving some droppings on my disk drives. They are folders with names like 3a46bcb6da571b2a399545934d and they usually contain a file named MRT.exe.

What is this? Why is it happening? What is the MRT file? Is it OK to delete these things?

This was happening well before my recent computer crisis.

These type of files are residuals of update packages. I usually delete them.

Right on the root of the C:\ Drive.

These are on the roots of my C drive and most of my external drives.
