Yes, Jeanne Keenes is the Eagle Lady of Homer Alaska. Dave Ramey has spoken of her on this forum before. Here are a couple of links to her story

This apparently is a yearly event and many photographers take advantage of it. She has a grandfather clause that lets her feed the eagles until 2010.
