I would say that scanning can be called photography, since photography is the art of capturing images with light. The word photography is based on the Greek φῶς (photos) "light" and γραφή (graphé) "representation by means of lines" or "drawing", together meaning "drawing with light". I am taking the 2 yr. course at NYIP on photography, and there is one whole section on scanners and scanning. I would think that if a photography school is teaching scanning and the technique of scanning, that would fall under the wide scope of "photography"
From Wikipedia:
Photography is the process, activity and art of creating still or moving pictures by recording radiation on a radiation-sensitive medium, such as a photographic film, or an electronic sensor. Photography uses foremost radiation in the UV, visible and near-IR spectrum.[1] For common purposes the term light is used in stead of radiation.
